Your trac.ini should have many lines in it, even if you haven't edited it. What are the files/directories in /var/www/localhost/htdocs/trac? It should have the standard trac files. On 0.12 that's: attachments, conf, db, htdocs, log, plugins, README, templates, VERSION. Find that file and you should be good to go.
