If you log in with a user that has been granted the "TRAC_ADMIN" permissions, you'll see an "Admin" tab in the main navigation bar. You need to give TRAC_ADMIN permission to at least one user using the console tool (trac-admin) - the same tool you use to create your Trac project, then the WebAdmin panel will allow you to give TRAC_ADMIN permissions to other users - if you want to.
