About versioning: Trac 0.12-dev is the current development version of Trac, which means it is post-0.11, but far from being 0.12 yet It is likely that plugins for 0.11 work with the current development version of Trac, but an API break may occur at any time.
Unless you really want the very last development snapshots, I would recommend you stick with an official release of Trac, available from the /tags directory if you want to get it with SVN, rather than /trunk.
