If your using 0.10.x you can use the 'restricted area' plugin. It's by no means fool proof but it does the job if you don't want to get too exotic. For 0.11.x you'd have to look into how to use the fine grained permissions with the SVN authz style permissions file. It won't remove the buttons but it will give them an access denied when they attempt to access that page. -Garrett
