I tested above setup while ago and it seems to work pretty well, since 
we're facing similiar "problem". Though not in production environment 
yet but still it seemed to be pretty effective.

Specially that AdvancedTicketWorkflow plugin allowed to create more 
natural "corporate" workflow than plain workflows you can do in standard 
Trac.
