I installed Trac 0.11.1 on WinXP machine for testing and tried to use "trac-admin d:\testtrac\ deploy d:\shared\trac" command. As a surprise it hit directory exists exception when it hit "PeerReviewPlugin" or "AnnouncerPlugin".
trac-admin tried to created directory "hw" second time, I've no idea what it is but there was some (but not all). What's the catch?
