Yeah they are the same link, but they contain different content based upon the plugin. I believe this happens when you have both AccountManagerAdminPage and UserManagementAdminPage enabled. The AccountManagerAdmin Page gives you configuration link and a users link. The UsermanagementAdminPage only gives you a users link, but it displays the users added with the Usermanagement plugin. So depending on your needs you may have to enable one or the other or both.
