Our Dev team often change the Summary line of tickets to indicate
status changes.  For example, they might add **Waiting on input** to
the beginning of the Summary.

In previous versions of Trac when the Summary was changed, the body of
the Notification email would contain something like this:

Changes (by Dev1):

 * summary:  Library - Support Adding Books to Library => *needs
             input* Library - Support Adding Books to Library

In 0.11.1 the body of the Notification email does not indicate that
anything changed (assuming Summary was the only changed)  It does
update the subject of the email with a "New Summary (was: Old Summary)
though.

My users are confused by this.  Is it possible to bring back the
update in the Notification Body?
