This may or may not help but If you set up your service by following the wiki instructions then it leaves python processes running when you stop or restart it.
I was having trouble when updating my version of trac because I restarted the tracd service but it left the old version running so I wasn't seeing the new install. Now when I want to restart the service I stop it, then kill the python process that's still running and then start the service up.
