Probably a least a few options. I haven't tried it but you could look at http://trac-hacks.org/wiki/TicketValidatorPlugin. It looks like it would just require that 'something' be entered in the specified field(s). If you're not already using it, you might look at http://trac-hacks.org/wiki/AccountManagerPlugin.
