It turns out to be a bug specific to the way I have it configured. http://trac.edgewall.org/wiki/TracOnRhel5 <= this is the configuration guide I used.
There was a ticket opened on it and patch posted but I can't find the ticket right this moment. Looks like it should be fixed in the next release.
