I see the same thing. Hits me most if I open an attachment and use
Back to return to the ticket.  I try to remember to use the Back to
Ticket link but Back is just too ingrained.

I first noticed it going to the last action so I added the 'leave'
action again at the end thinking that would keep me from accidentally
closing tickets when I just wanted to set the priority.
Didn't work.  Seems it goes to the 6th item, not the last.
