I got the same trouble the day before yesterday when I upgraded my ubuntu to 9.04, I think the problem relies on then change to Python 2.6 the system does when upgrades. All Trac things are within the Python 2.5 directory because it's the one Ubuntu 8.10 used so when upgrade you get Python 2.6 but no Trac files are within it. No idea how this works exactly but I solved the problem by reinstalling Trac so Python 2.6 could notice Trac is there.
