Use CHANGESET_VIEW to see that the changeset exists and metadata like when, who and commit message. FILE_VIEW is needed to see the files in repos and details of changeset changes to files.
However, if you are using authz for your repository, a prerequisite is that your manager has read access to the repository in the subversion authz file.
