I was unable to get the normal  Windows installer to work on Vista 64
but was able to install it using 'easy_install trac'.  It's just my
personal laptop.  At work we're still using XP.

I've installed Trac on Windows a few times now.  Most were a breeze.
Fortunately I didn't start with Vista.

I think Trac is generally very easy to use.  The basic package is
pretty easy to configure.  It can occasionally be a little annoying to
track down and configure plug-in's for functionality not included in
the core.  We probably have around 20 installed.  Most are pretty
easy.
