I never got an answer on this, so I wrote my own plugin, TicketMoverPlugin. Its not quite ready for action yet. I would have rather consolidated effort on this one, as it looks like DatamoverPlugin has a bunch in it and is probably well thought out, but I can't wait > 1 week just to begin a dialogue as these are requests from an internal agent.
