a "save screen shot" utility sounds useful, but if you use the gui to save what the gui looks like you aren't saving exactly what you want to save, all the time. So a keyboard approach to snapshotting simply can't be avoided.
That said, a way to paste an image from the clipboard directly into the ticket instead of creating and using an image file would be handy too and is one of the components of what you're asking for. I think there are rich text entry widgets that can do that already, or at least they hide a lot of the details. The paucity of the discussion at http://stackoverflow.com/questions/420701/copy-pasting-image-into-javascript-rich-text-editor seems to indicate that paste-to-rich-text-widget is something of an open problem.
