You'll have to define 'concerned person', because this could be very easy to do, or a bit challenging. For instance, it will be very easy if you just want to notify the person to whom the ticket is assigned. I would suggest that you start by looking at the [notification] options (1), and if those don't directly implement what you want, try to put together a more detailed explanation of the conditions under which you'd like users to be notified, and who those users are.
