I have that :
permission_policies = AuthzPolicy, DefaultPermissionPolicy,
LegacyAttachmentPolicy

It takes 5 or 6 seconds.

We just discovered that it's also related to restrict_users problem :

When "restrict_owner = false", it's ok.
We have around 1000 registered users...
