Sounds to me like an issue with Outlook's handling of multipart emails. I wouldn't be surprised if it silently preferred an HTML version, and you're Trac (or something downstream of it in the stack) is delivering message w/ an empty HTML part. A quick Google for 'emails blank in outlook' has ~ 7.5 million hits.
