If you modify std CSS files then changes are applied and propagated to
all your projects , and not just those in your server, that happens
everywhere, even if you have any number of Trac instances up and and
running.

Since that's not what you want, the best solution is to use Trac
themes or otherwise re-implement everything in there . Don't see more
options so far.
