Running latest Trac 0.11.5 on GNU/Linux.

Found a solution though: switched from mod_python to mod_wsgi and attachments 
functionality works like a charm.
Not to mention the performance benefits of using mod_wsgi instead of mod_python.

Problem solved. Thanks everybody!

PS:  All this trouble because Trac is built on Python - if it was built on PHP 
it would have been much easier for php developers like me to debug.
