The AnnouncerPlugin, perhaps? I have this capability, and I think this is the plugin that provided it. A group is then specified in the ticket as @group With this plugin, each user sets the groups they are interested in in their preferences. I do not think you really create a group. It is more pattern matching. If the ticket contains @G21 in the CC field, the plugin looks for all users who have G21 in their preferences. This means that users, on their own, can easily create groups.
