I just enabled email notifications with Trac. 0.11

Right now, I have it to always notifiy the owner and have the other
two settings disabled (updater and reporter).

It would be nice though if email were only sent under these
conditions:

* A ticket was created and the owner different than the person who
created the ticket.

* A ticket is reassigned to a new owner.

Does anyone know how I might go about making this happen?

Right now, with always_notifiy_owner enabled, my users will get
flooded with too many emails.

Any help would be greatly appreciated!
