This is possible when using custom reports. Here's an untested, but
simple example:

SELECT
  t.id,
  c.newvalue AS Comment
  FROM ticket t
    LEFT JOIN ticket_change c ON (t.changetime = c.time
      AND t.id = c.ticket AND c.field='comment')
