If you don't explain things in more detail it will be hard to tell
you. However it seems that your issues are related to permissions and
AFAIK, Trac cannot do «something» if admins specified not to do it

;o)

I suppose that, most of the time, solution depends on the
possibilities and services offered by your hosting provider ...
