Good afternoon folks,

Context:
I'm currently working at an international humantarian relief
organization, piloting a volunteering model based on open source
principles and processes. I opted for Trac because it was flexible,
easily customizable, and has great plugins.  Right now we have about
15 volunteers on the platform, and there's a situation I'm at a loss
on how to solve.  I've been searching for a solution for about five
hours now with no luck, and have tried the IRC channel, archives, and
many variations of terms on Google.

Situation:
I tried to attach a 15KB image to a ticket.  It did not work.
I tried to attach a 1KB image to a ticket.  It worked.

So I changed the attachment size limit from 262144 in trac.ini to
1000000, (unsure how that would make a difference, but hoped that it
was simply an issue of size limit being read incorrectly)

Now, I'm still unable to add add attachments over 1KB.  Worse, Trac is
now "eating" any new post over a very short content length.  Not sure
exactly how short in characters, but roughly half a page in 12 pt font
single spaced.  There is also a significant lag whenever it happens.

I'm warning all our volunteers to make short posts and copy things
before trying to submit.  Any advice on how to troubleshoot this would
be greatly appreciated.

Environment:
Trac 11.6 upgraded from 11.4.  Running via CGI on Apache
