I did a simple search of of Edgewall's ticketing system and of this mailing list's history for the term "logout" and quickly got an answer:
http://trac.edgewall.org/ticket/791 This is an issue with how basic HTTP authentication is implemented by browsers (they cache the authentication information) and has little to do with the server beyond the choice of that authentication method. In order to truly logout, a user needs to exit the browser.
