The strategy I've been thinking of is to add a custom field for the revisions that are involved in fixing a particular ticket, then modifying the post-commit hook to update this field in the ticket. The field can still be edited manually in case of mistakes. Then it would be straightforward to write a script to get the revisions over XML-RPC and do the appropriate "svn merge" commands.
