There was talk of a script to do this a while back, I'm not sure what 
happened. I've been busy with other things.
accountldapplugin looks promising but I haven't tried it.

I need to be able to assign tickets against LDAP so I can assign a ticket 
to someone who has never visited the trac environment and they will 
nonetheless receive an email notification.
