This interface is more suited for one time notifications, as
changes happen.
You won't be able to use this for populating the timeline,
unless you somehow record the changes... at which point
you've started to implement #3776. As such, a patch to Trac
would be more appropriate than a plugin.
Could you not use the listener api to auto-update a milestone related
wiki page (which would also be versioned so you could track the changes
regardless of what text you add to the page)...
That could indeed be a workaround, until full support in the core, yes.
And this would certainly make for a nice and short sample plugin,
