I'm looking at this now and trying to get an idea of what it needs to do. I'm thinking it needs to be able to build a list of user data from the existing environments and dump that somewhere. This needs to be a user editable format. Finally it needs to be able to insert "all users" from the file into all selected environments. It might be nice to be able to specify a 'replace X with Y' list too, in case you change usernames at some point. I have trac parent dirs for different customers so it would probably only want to work withing a specified parent dir tree, so different user files for different trees but a user-specified file store means it could be re-used across separate trees.
