Ah hah! some interesting information I noticed on the screen shots
posted at <http://tracplugin.itteco.com/trac/wiki/ScreenshotsV1>:
 - that web site is running 0.11.5, and displays the whiteboard the
same as mine
 - the screen shots show trac 0.11.1, and plugin version 0.1.6

Assuming some of the later commits might have undocumented
dependencies, I pulled revision 4daef6e086a5, which appeared to be
version 0.1.13. That version builds, deploys, and even shows a
whiteboard on trac 0.11.5 using python 2.5! No bootstrap needed.

Since the commit date for the revision is May 2009, and the favorable
reviews on this list also date from 2009, I'm going to proceed with
that for now.
