Ah hah! some interesting information I noticed on the screen shots posted at <http://tracplugin.itteco.com/trac/wiki/ScreenshotsV1>: - that web site is running 0.11.5, and displays the whiteboard the same as mine - the screen shots show trac 0.11.1, and plugin version 0.1.6 Assuming some of the later commits might have undocumented dependencies, I pulled revision 4daef6e086a5, which appeared to be version 0.1.13. That version builds, deploys, and even shows a whiteboard on trac 0.11.5 using python 2.5! No bootstrap needed.
