I have been using this plugin and it is only possible to import data to the ticket fields, including custom fields. It is possible to import updates to tickets, but it requires a csv file for each 'revision' of the ticket. It is not possible to add custom comment for each imported revision. Nevertheless, it is the only usable plugin I have found.

Any messages or attachments cannot be imported this way. At least this is my impression.
