Hey there.
I just fixed this problem after going rampage and used BruteForce-
techniques.
I figured out, all the Trac 0.12 installations didn't write ANYTHING
in /lib/python-2.4/site-packages/trac
so i copied the directory from trac.edgewall.org and now it works!
I do not have an explanation why the setup tools do not overwrite or
update the directory by themselves.
