We have a problem on a trac server of someone uploading a huge number of junk
files. Is there anything one can do to put a cap on this? i.e. restrict the
number of files per hour, or something else that will stop spammers. We already
ask the number of primes < 1000 to allow people to post, but clearly someone is
able to work that out, then post their junk.
