Are you asking about administration or just using Trac (note: no 'k' in 'Trac')? Gnerally, Trac is used through a web browser, not from the command line. Point your browser at your local instance of Trac and then look in the wiki for TracGuide, usually something like: http:://<server>/<project>/wiki/TracGuide Once you have read the manual pages, feel free to come back with more specific questions.
