This is something that comes up every now and then and I have a requirement for so I have been doing a little work on in the background but I do not have anything remotely ready yet... Simply creating the new project (and associated repository, svn for me) is only half the story, what about configuring the default TRAC_ADMIN user and other permissions and users? That is assuming you are using ParentPath or you need to add the new project to the apache/tracd config... I'm also looking at adding the default session info for the users too (so they appear in assign-to lists and can receive emails). If you do get something working, please share it.
