Styles can't go in templates folder. Your stylesheets (chrome) needs
to be served as static files and made available to the browser/user.
The directory 'htdocs' is the place for adding css, js, images and so
on. You can access files in project htdocs by using 'site' reference
like ${href.chrome('site', 'filename.css')} to have it calculated - or
just use the actual path in your site.html, like /tracproject/chrome/
