The folder "C:\Documents and Settings\Tom Oak\Local Settings\Temp" exists but not the sub-folder "easy_install-cas_ve".
Which config do you think is pointing to the wrong spot? It would be a great help if you can name the suspect config file. Note that it works fine when using the tracd server. It is only when running via apache that the error occurs.
