Hmm. I should have these FAQ's myself. Sorry. Anyway, this is what I
get from http://trac.edgewall.org/wiki/TracSubversion#unsupported-vcs:

usr/lib64/libsvn_delta-1.so.0.0.0

This library is supposed to export svn_compat_wrap_file_rev_handler.
Check with: nm /usr/lib64/libsvn_delta-1.so.0.0.0 | grep compat
The library is stripped, no symbols. However:
$ readelf -Ws /usr/lib64/libsvn_delta-1.so.0.0.0 | grep compat
64: 0000000000002c90 95 FUNC GLOBAL DEFAULT 10
svn_compat_wrap_file_rev_handler
So, yes, the library does export svn_compat_wrap_file_rev_handler.
Check also the dependencies of libsvn_ra_neon, with: ldd
/usr/lib64/libsvn_ra_neon-1.so.0.0.0
If libsvn_delta is not listed as a dependency, then maybe it's a
similar issue to the one discussed here
(http://colabti.org/irclogger/irclogger_log/svn?date=2008-06-23#l767),
$ ldd /usr/lib64/libsvn_ra_neon-1.so.0.0.0 | grep delta
libsvn_delta-1.so.0 => /usr/lib64/libsvn_delta-1.so.0
(0x00002b2289043000)
No problems here, it seems.
but you might find more adequate support on some svn support channel...
