Hmm, when I add FILE_VIEW permission, it seems to work. Whole permissions are somehow broken. Sometimes I add permission and it works, sometimes I need to reload browser, sometimes wsgi process... For one user, I added FILE_VIEW, started browser, changesets were ok. Then I removed the FILE_VIEW permission, changesets were not ok, I added it again and nothing happened, changesets were not ok. I reloaded page, no change. Restarted browser, nothing happened again. I added LOG_VIEW permission, restarted browser, reloaded wsgi process and changesets were ok. For another user, I just added FILE_VIEW (without LOG_VIEW) and changesets are ok... Perhaps there are some random functions in the code to make life funnier :)

What exactly are the "appropriate permissions" granted to this other user? What information seems to be missing? By "this is the same" do you mean that user2 still canot see all the info (even with TRAC_ADMIN)?
