I'd make sure you can check out the repository with SVN. It looks like this is a SVN problem, not a Trac problem. It's reporting that it can't access the SVN revision file because there isn't a trailing newline. One can theoretically add a newline, but I'm not sure that will work - it sounds like things are a bit corrupt.
I'd use SVN's tools to try and fix the repository. Once SVN says its okay, then you can try to resync.
