Gain root privlidges
trac-admin /path/to/trac/environment repository add name-your-repo-whatever
/path/to/svn/repo svn
trac-admin /path/to/trac/environment repository sync "*"
That should add and sync the newly created repo. Actually, the "*" does
exactly what one would expect. It will re-sync all your repositories.
