Ok, so if I am reading all the posts right, I would do:
Move all the plugins to;

/home/arv/pyenv/python2.7/lib/python2.7/site-packages/

then edit the file:

/home/arv/pyenv/python2.7/lib/python2.7/site-packages/easy-install.pth
And make it look like:

import sys; sys.__plen = len(sys.path)
./setuptools-0.6c11-py2.7.egg
./pip-1.0-py2.7.egg
./Babel-0.9.5-py2.7.egg
./Trac-0.12.2-py2.7.egg
./Genshi-0.6-py2.7.egg
./TracAnnouncer-some-version-py2.7.egg
import sys; new=sys.path[sys.__plen:]; del sys.path[sys.__plen:];
p=getattr(sys,'__egginsert',0); sys.path[p:p]=new; sys.__egginsert = p
+len(new)

(TracAnnouncer.egg, name it to match your file name) And add any other
plugin file names that you are also trying to load.

Other then that, I am guessing your already running tracd as you and
not sudo/root, but worth mentioning; Be sure to run tracd as you and
not root.

Lets see what that does!
