Thanks for the response. I was thinking, if I split the repo into 2, having
{archive} being revs 0:8,000 and {head} being revs 8,000:HEAD, could I have
Trac use both repositories and maintain the data that has already been put
into it? Essentially telling Trac that revision 1 of the {head} repo is
actually a continuation of the {archive} repo?

I know it sounds like a lot of work but backups for this repo are becoming
to much to recover. svnadmin load seems to not be able to handle a single
repo that is over 60GB, which is why I want to split it.
