I just ran into this same problem today as Debian testing just upgraded to
trac 0.12.2. I did though get this in trac.log:

File "/usr/lib/python2.6/dist-packages/trac/ticket/model.py", line 655, in
_from_database
    if name:
ValueError: timestamp out of range for platform time_t

Searching around there are quite a few reports of this problem with various
causes.

The fix for me was quite simple...force a no-cache browser refresh of the
ticket page, typically Control+F5 depending on your browser.
