"It Depends"...

Some plugins maymake changes to the database schemna.  What dB backend are you 
using?  If SQL then these files are stored in the trac folder tree, so taking a 
backup of those folders (with access to trac disabled to make sure no files 
change mid-copy) should be OK.  If you are using e.g. PostgreSQL backend then 
you need to do more work.
