I am not sure what is wrong with your setup.  When I looked at running Trac on 
Windoze I went with mod_wsgi [1] as it seemed the best option to me and there 
is specific help on the site [2] to help get you going.

...following these instuctions I got our server hosting multiple parentpath 
trac groups with security fairly easily.
