In the past I had a problem with 2 different versions of python installed 
for different applications and I was able to resolve it by setting up a 
special Windows user account for the Trac server process, and set that 
user's environment variables for PATH and PYTHONHOME to the version of 
Python that was needed by Trac. Once I did that everything worked as 
expected. If I was going to run trac-admin at the command line, I had to 
'runas' the Trac user account to get the environment setup correctly.
